Description
Foresight, a tool for generating intelligence on future scientific and technological advancements, is increasingly used globally to shape long-term science, technology, and innovation (STI) policies. However, it remains underutilized and non-institutionalized in sub-Saharan Africa (SSA), where low awareness, weak technical capacity, and a lack of foresight culture hinder its integration into STI policymaking. This study explores the challenges and opportunities for institutionalizing STI foresight in SSA, highlighting the need to build capacity, establish communities of practice, and create designated foresight offices. These measures can enhance the quality of STI policies, enabling science granting councils (SGCs) to make informed funding decisions and prioritize sustainable development goals.
